President Bush's list of pardons -- issued with little fanfare --- includes carjackers, drug dealers and a moonshiner. But it does not cover former vice presidential aide I. Lewis "Scooter" Libby, convicted in the case of the leaked identity of a CIA operative. Bush has already commuted Libby's prison sentence.
